GEO Group gave Byron Donalds money in early October

The Oct. 8 check to Donalds’ PAC came six days after GEO’s $950 million sale of a California ICE complex to Homeland Security. No record ties it to the sale, a state contract or vote.

Neither GEO nor the Donalds campaign has commented on this check in anything we read.

GEO’s Oct. 8 check is still the newest on the record

On Oct. 8, Boca Raton’s GEO Group, which the News Service of Florida calls “the largest private detention contractor in the country,” wrote Friends of Byron Donalds PAC a $1 million check, state records show, six days after it sold its Adelanto ICE detention complex in California to Homeland Security for $950 million. Donalds is the Republican nominee for governor on the Nov. 3 ballot, and no record ties the check to the sale, a state contract or a vote (Division of Elections; WLRN; GEO Group 8-K; KESQ).

The sale closed the day it was signed: GEO’s 8-K says the sale to the United States, through the Department of Homeland Security, on Friday, Oct. 2 “was completed concurrently” with the purchase agreement, and Bisnow put the three facilities at 2,644 beds. Florida Politics counted GEO’s $1 million in the more than $5.9 million Donalds raised in the week ending Oct. 9, and puts his cycle total above $146 million (GEO Group 8-K; Bisnow; Florida Politics).

We read the state record again on Oct. 20. No GEO check to a Donalds committee is dated after Oct. 8. GEO’s only later lines of $10,000 or more went to two other committees on Oct. 14: $12,500 to Panhandle Prosperity and $10,000 to Living Life With Purpose. The PAC’s posted receipts, and those of Donalds’ candidate account, run only through Oct. 9, and GEO has filed no 8-K since Oct. 8 (Division of Elections; SEC EDGAR).

Your stake: the governor you choose Nov. 3 will run the office that holds a $100 million emergency contract with GEO|CDR Baker, LLC to staff the state’s Baker County detention center, on which the state has paid about $32 million, payments rather than profits (FACTS; WLRN).

The governor’s office holds the Baker County contract

The state contract record lists the Executive Office of the Governor’s contract E6113 with GEO|CDR Baker, LLC for “Baker Facilities Staffing” at $100.2 million, executed Sept. 2, 2025 by “Emergency procurement per Executive Order,” with about $32.1 million paid. A second contract, E6123, adds $1.1 million for hospital bills, executed April 10, 2026, with about $251,000 paid. The newest E6113 payment vouchers, about $8.0 million together, were recorded Sept. 22; the record notes that date is when a voucher was recorded, not when payment issued (FACTS).

The News Service of Florida, in a report WLRN carried Oct. 15, independently put the deal at a “maximum $101 million contract,” with “approximately $32 million” paid as of Sept. 22. It said the company was created in late August 2025 and is headed by executive leaders from The GEO Group and CDR Health Care, and that the Florida Division of Emergency Management runs the state’s immigration detention facilities (WLRN; Jacksonville Today).

By law that division sits within the Executive Office of the Governor, and its director serves at the governor’s pleasure. Its immigration effort, Operation Vigilant Sentry, had 592 pending invoices in a budget report lawmakers got before their Sept. 11 budget commission meeting, WUSF reported, and legislators approved $250 million for the division, about $187 million of it for those debts. WLRN reported Sept. 30 that the state then owed GEO|CDR Baker LLC nearly $40 million; no source we read gives a current balance (s. 14.2016, Florida Statutes; WUSF; WLRN).

Donalds gets most of GEO’s Florida money

GEO’s four checks to the committee are $500,000 on Dec. 30, 2025 and $1 million each on May 7, Sept. 2 and Oct. 8, 2026, $3.5 million in all. Contributions of $10,000 or more since Jan. 1, 2023 filed under names beginning “The GEO Group” now total about $5.53 million in 66 lines, about $3.35 million of it dated 2026. The Donalds committee got about 63% of the total and about 90% of the 2026 money; one 2026 line, $15,000, is from THE GEO GROUP INC PAC, and leaving it out moves neither share by more than a point. GEO also gave Friends of James Uthmeier $25,000 on Feb. 28, 2025 and $25,000 on Sept. 30, 2025 (Division of Elections; our arithmetic).

The sale is a price, not a profit: GEO expects about $705 million net after taxes and costs, and its board approved raising its buyback authorization to $1.25 billion through 2029. On Oct. 15 GEO redeemed all $650 million of its 8.625% notes due 2029 and said Oct. 19 that its gross debt was $625 million plus about $36 million of headquarters mortgage debt; that release does not mention Adelanto (GEO Group 8-K; GEO Group release).

No record ties the check to the sale, a contract or a vote

The record shows when a check is dated, not why it was written; its occupation line reads “Correctional Institutions” on GEO’s Oct. 8 check and “Security Services Company” on the three before it. Dates in a row are not a link, and no record we read connects any GEO check to the Adelanto sale, the state’s contracts with GEO|CDR Baker or any vote (Division of Elections).

Donalds has answered the general question: asked in August about Ken Griffin’s $10 million, he said, “I’m not bought and paid for by anybody.” GEO’s only statement on its giving we found is from 2018, when WUSF reported that GEO “denied campaign contributions are meant to promote any specific policies,” the reporter’s paraphrase. Neither has commented on the Oct. 8 check in anything we read (Jacksonville Today; WLRN, WUSF, 2018).

The next filings come before the vote

The Donalds candidate account’s next report, covering Oct. 10 to 16, is due Friday, Oct. 23, and daily reports follow Oct. 24 to 29; we could not confirm the PAC files on the same dates. Early voting runs Oct. 24 to 31, and Election Day is Nov. 3. GEO reports third-quarter results Nov. 5 before the market opens, which may show how it booked the Adelanto sale. The next E6113 payment voucher will show whether state payments resumed after Sept. 22 (Division of Elections calendar; Florida Department of State; GEO Group release; FACTS).

Correction

Correction, Oct 21, 2026: An earlier version of this story called the state’s immigration enforcement operation Operation Vigil Sentry. Its name is Operation Vigilant Sentry (WUSF; Jacksonville Today).
