Byron Donalds, the Republican nominee for governor, took 16 checks of $100,000 or more into his political committee in the four days from Sept. 29 to Oct. 2, $3,575,000 in all, from donors including GOPAC, U.S. Sugar’s PAC, the Florida Chamber of Commerce Alliance, Associated Industries of Florida, Mosaic and a Miami Gardens auto-insurance agency that wrote $500,000 (Division of Elections; our sum). Then the state’s Oct. 9 matching-funds distribution, public money the law backs with state general revenue, sent Democrat David Jolly $241,431.51 and Donalds $38,888.16, about six times as much to Jolly, with the Nov. 3 vote three weeks out (Florida Department of State; s. 106.32; our arithmetic).
The two numbers measure different things. The 16 checks went to Friends of Byron Donalds PAC, a political committee, and no committee check is matched. The state’s money goes to candidates’ own campaign accounts, matching the first $250 from each Florida donor (s. 106.35). As UCF political scientist Aubrey Jewett told WESH 2, “the only money that is matched is money that you actually raised through your smaller campaign account” (WESH 2). The rate is the same for both candidates; Jolly draws more dollars.
Your stake: two ways. The state has paid $4,428,060.80 in matching money this cycle through the Oct. 9 distribution, $3,857,266.03 of it in the governor’s race, and the statute directs state general revenue to cover the program when its other funds fall short (Florida Department of State; s. 106.32). And the next governor is one of four votes on the Financial Services Commission, which appoints the director of the Office of Insurance Regulation, the office that licenses insurers and rules on their rates; no director is appointed or removed without the governor on the winning side (s. 20.121). We put no per-household figure on either.
The money
State records list the 16 checks. GOPAC Election Fund of Arlington, Va., gave $500,000 on Sept. 29. On Sept. 30: United Group Underwriters LLC of 1313 Northwest 167th Street, Miami Gardens, occupation listed as insurance, $500,000; A Stronger Florida $300,000; Fighting for Florida’s Families $300,000; the United States Sugar Corporation PAC of Clewiston $250,000; the Republican State Leadership Committee $250,000; the Florida Chamber of Commerce Alliance $250,000; Associated Industries for Florida’s Future $250,000; the Associated Industries of Florida Political Action Committee $200,000; Mosaic Global Sales LLC of Lithia, listed as fertilizer production, $150,000; Advancing Strong Governance $100,000; CAR PAC $100,000; James C. Davis of Hanover, Md., listed as founder, $100,000; and Superior Construction Company of Jacksonville, a heavy civil contractor, $100,000. On Oct. 2: MasTec Inc., an engineering company, $125,000, and Ripa & Associates LLC, a construction firm, $100,000 (Division of Elections). Big Sugar, GOPAC and the insurance agency together wrote $1,250,000 of the $3,575,000 (our sum).
The big checks were most of the money. The PAC reported 113 contributions dated Sept. 29 to Oct. 2, totaling $5,291,838.42; the 16 checks of $100,000 or more were about 68% of it (Division of Elections; our arithmetic). Donalds has raised more than $135 million between his campaign account and the PAC, with contributions posted through Sept. 30 (Florida Politics).
The insurance check comes from the carrier’s managing agency, not the carrier. State insurance regulators’ examination of United Automobile Insurance Co., which lists the same 1313 North West 167th Street address, says the company “appoints UGU as its managing general agent to supervise and manage private passenger automobile insurance policies produced by brokering agents,” and calls United Group Underwriters, LLC an affiliate; a 2018 reorganization moved the agency’s shares into United Automobile Holdings, LLC, the carrier’s parent (Office of Insurance Regulation, 2020 and 2023 exams). In 2023 the agency received $109,388,806 in commission income and $12,479,948 in policy fees, and the carrier paid it $19,024,140 for computer processing; those are revenues, not profits (2023 exam). The agency also put $1,448,901 of paid-in capital into the carrier in 2023, and a $4,000,000 contribution from it was approved to count as the carrier’s surplus as of Dec. 31, 2023 (2023 exam).
The agency has also given to two officials who sit on that commission now. Since January 2025, state records show 38 contributions under its name variants, $1,068,000 in all, including $653,000 to Donalds ($150,000 to the PAC on May 15, 2026, $3,000 to his campaign on June 11 and the $500,000 on Sept. 30); $33,000 to Attorney General James Uthmeier’s committee and campaign in 2026; $55,000 to the committee of Blaise Ingoglia, now the chief financial officer; $150,000 to the Florida Republican Senatorial Campaign Committee; and $50,000 to the Republican Party of Florida (Division of Elections; our sums; Department of Financial Services; News4JAX). Nothing in the record ties any check to any decision.
The other side is not small-donor only. Florida 2026, the political committee backing Jolly (Florida Politics), took four checks of $100,000 or more from Sept. 28 to Oct. 1, $1,450,000 in all, including $1,000,000 on Oct. 1 from Manalapan’s Henry Laufer, retired; $250,000 from the Charles R. Wall Revocable Trust of Aspen, Colo.; $100,000 from Gladys G. Coffrin of Newberry; and $100,000 from Working Families Advocacy Project of Washington (Division of Elections; our sum). On Oct. 1 the committee paid the Florida Democratic Party $1,600,000 for voter outreach and $17,500 more (Division of Elections).

Public matching money
Here is how the state match works. A qualifying matching contribution is $250 or less from an individual Florida resident, made after Sept. 1 of the year before the election, and “aggregate contributions from an individual in excess of $250 will be matched only up to $250”; checks drawn on a business account do not count (s. 106.35). Contributions that make up the qualifying threshold, $150,000 for governor, are matched two to one, and the rest one to one (ss. 106.33, 106.35). If the program runs short in a governor’s election year, the statute directs that funds be transferred from general revenue “in an amount sufficient to fund qualifying candidates” (s. 106.32).
The Oct. 9 week was Jolly’s biggest since July. The state’s table lists $241,431.51 for Jolly in the Oct. 9 distribution, his largest since the July 17 row of $1,297,705.26, against $38,888.16 for Donalds, 6.2 to 1. The week before, the Oct. 2 distribution, was $131,651.00 to $56,481.10, 2.3 to 1. Over the cycle Jolly has drawn $2,582,111.80 and Donalds $1,075,371.01, about 2.4 to 1 (Florida Department of State; our arithmetic). WESH 2 reported the same split through Oct. 2, $2,340,680.29 to Jolly and $1,036,482.85 to Donalds, and said $4,063,615 in public campaign funds had gone out this cycle, “down 68% from 2022” (WESH 2).
What could still stop it
A big check buys a seat at the table, not an outcome, and nothing in these records shows a promise. Several donors are committees whose own funders we have not traced: A Stronger Florida, Fighting for Florida’s Families, Advancing Strong Governance and CAR PAC. James C. Davis of Hanover, Md., is identified in the record only as a founder, and we have not identified him further. The two $500,000 checks were the largest in the four days, not the largest of the cycle (Florida Politics). The state’s distribution dates are weekly labels on the Department of State’s table, not payment dates (Florida Department of State). The matching gap reflects how many qualifying campaign-account checks each side raised, not a higher rate for Jolly (s. 106.35). The regulators’ 2023 exam also found that the carrier’s loss reserves were short by an estimated $90.9 million net of reinsurance, and the carrier later recognized $112,614,778 of adverse development in its 2024 annual statement (OIR 2023 exam); we print that as context about the company, not as a link to any check.
Why it matters across Florida
Read the list as a map of who wants to be in the room after Nov. 3: a Clewiston sugar company’s PAC, a fertilizer producer, the Florida Chamber and Associated Industries, three construction and engineering firms and an auto-insurance agency (Division of Elections). The winner will sit on the commission that picks the insurance regulator (s. 20.121). On the other side, the largest check to Jolly’s committee in the same week came from a Manalapan retiree, $1,000,000 (Division of Elections).
What to watch
The next state reports: candidate reports covering Oct. 3 to 9 are due Oct. 16, Oct. 10 to 16 is due Oct. 23, daily reports are due Oct. 24 to 29, and the report covering Oct. 17 to 29 is due Oct. 30 (Department of State calendar). The state database showed no contribution to the PAC, to Florida 2026 or to Donalds’ campaign dated after Oct. 2 as of the morning of Oct. 12 (Division of Elections). The next matching-funds row, Oct. 16, is blank on the state’s table so far (Florida Department of State). Nov. 3.
