A donor charged abroad, and a silent congresswoman
U.S. Rep. María Elvira Salazar's fundraising committee took $100,000 in May from Lenir Pérez, a businessman charged in Honduras over a mine in a national park. Salazar, a Miami Republican, faces voters Nov. 3 in a district that takes in Coral Gables, South Miami, Pinecrest and Palmetto Bay. Pérez is a Central American industrialist with a $10 million equestrian estate in Wellington, the Miami Herald reports. Her Democratic rival, Eliott Rodriguez, wants the money returned. Salazar has made no public statement about Pérez or his money, reports WLRN, South Florida's public radio news station. No record ties the money to anything Salazar did.
Why it matters: Salazar chairs the House panel on the Western Hemisphere, Honduras included. The check went to a joint fundraising committee, which splits money among her campaign, a second committee she leads and the NRCC, House Republicans' campaign committee. Federal filings show most of the check went on to the NRCC. By our arithmetic, $12,000 reached her own two committees: $7,000 to her campaign and $5,000 to the committee she leads.
What's new: In a statement late Friday, Oct. 23, Rodriguez demanded that Salazar return "more than $100,000 in campaign contributions" from Pérez, WLRN reports. Pérez maintains his innocence, the Herald reports.
Who's who
María Elvira Salazar is the Republican congresswoman for Florida's 27th District, which takes in Coral Gables, South Miami, Pinecrest and Palmetto Bay, the Herald reports. She chairs the House Western Hemisphere Subcommittee. Lenir Pérez is a Central American industrialist with a $10 million equestrian estate in Wellington, the Herald reports; federal filings list him as president of Emco Holding, Inc. Eliott Rodriguez won the Democratic nomination for the seat in August. The NRCC is the national campaign committee of House Republicans.
Where the check went
Federal Election Commission filings show one $100,000 receipt from Lenir A. Pérez of Wellington, dated May 5, 2026. It went to the Salazar Victory Committee, a joint fundraising committee that splits money among other committees. It is that committee's only receipt from Lenir Pérez on its April-to-June report.
Salazar for Congress, her campaign, reports $7,000 of Pérez's May 5 money, $3,500 for the primary and $3,500 for the general. Both sit inside the joint committee's June 30 transfers, not as a separate check. Freedom Force PAC, the leadership committee Salazar leads, reports $5,000 of it inside a June 30 transfer.
The NRCC reports $88,000 of Pérez's money, marked as joint fundraising money from the Salazar Victory Committee. Of that, $44,300 came as a transfer of joint fundraising proceeds and $43,700 went to its headquarters account, both inside June 22 transfers.
By our arithmetic, the one check split $7,000 to her campaign, $5,000 to her leadership committee and $88,000 to the NRCC. That puts $12,000 in the two committees tied to Salazar herself.
Why other counts are higher
Other counts add the shares to the check. The Herald counted $105,000 to her joint fundraising and leadership committees plus $7,000 to her campaign, $112,000 in all. By that count, it found, Pérez is her largest donor this cycle, matched only by the financier J.W. Childs.
Contracorriente, a Honduran news outlet, reported in August, with Andrés Bermúdez of the reporting network CLIP, about $200,000 from Pérez to Republicans in one day. The Herald says Contracorriente first reported the gifts. The federal filings show one $100,000 check.
The charges in Honduras
Honduras's public prosecutors filed charges in 2024 over damage to the Carlos Escaleras Mejía National Park in Tocoa, in the department of Colón, Tu Nota reported. The filing lists Lenir Alexander Pérez Solís first among the accused, as legal representative and board president of two companies, Inversiones Los Pinares and Inversiones Ecotek.
He is charged with illegal exploitation of natural resources and aggravated damage to the environment, El Heraldo reported. According to the charging documents, as the Herald describes them, he is accused of overseeing a mine and an ore plant that illegally exploited the park's mineral and forest resources.
On Sept. 17, a judge for organized crime, environment and corruption cases suspended his first hearing over the volume of evidence, more than 117 items, El Heraldo reported. The judge set it to resume Oct. 1. We found no report of what happened then; the Herald says the case is ongoing.
Pérez did not appear at that hearing, though his lawyer did, Criterio.hn reported. He remains free after posting a bond of three million lempiras and putting up a home valued at more than five million, and he was not barred from leaving the country, it reported.
At least five local environmental activists and a Catholic human rights leader who opposed the mine have been shot dead since 2019, the Herald reports. The Herald also reports there has been no formal connection between Pérez and the killings.
The visit to Wellington
Later the week of the May 5 gift, Pérez touted hosting Salazar at his Wellington estate and posted a photo of the two of them, the Herald reports. On May 10, his post on X thanked her for the visit and for her "firm support for Honduran democracy," Contracorriente reported. The Herald says the FBI raided the home in 2023; congressional Democrats date the raid to April 2023.
Salazar did not respond to the Herald's questions about her conversations with the men at Pérez's home. The Herald sent requests to her office and her communications director and called and texted her cell phone. Pérez did not answer questions about what they discussed, the Herald reports.
The race
The race for the 27th District is competitive, the Herald reports. Rodriguez won the Democratic primary on Aug. 18, beating former prosecutor Robin Peguero 54% to 46%, WLRN reported.
In September, Salazar said she would not return $3,900 that Fernando Valdes Perez gave her campaigns in 2022 and 2024, WLRN reported. Federal authorities have identified him as an agent of the communist Cuban government. She said she would donate the same amount to groups fighting for a free Cuba.
Their side
Pérez maintains his innocence and has denied any wrongdoing, the Herald reports. Salazar did not respond to the Herald or make any public statement about Pérez or his contributions, WLRN reported Oct. 24. In August, a member of her staff did not respond to Contracorriente's request for comment.
Rodriguez said Salazar "has become the poster child for Washington's culture of corruption." Salazar's office did not address the check in anything we read.
What's next
Florida votes Tuesday, Nov. 3, eight days after this edition. The case in Honduras is ongoing, the Herald reports.
